Why WinSCP is getting an error to Cisco devices?

Error message "Error skipping startup message. Your shell is probably incompatible with the application (Bash is recommended)"

Why?

Cisco IOS is differnet OS/file system from system which is using shell(Bash or Krs) to communicate.

Cisco IOS will allow only copying a file from Cisco devices to servers which SSH deamon is running.
